Just past the midnight deadline, state lawmakers approved a new budget.

The State Senate approved it just before midnight, but the Assembly didn't pass the nearly $142 billion spending plan until around 3 a.m., technically making this budget late.

Following that, The governor skipped his usual press conference on the budget—opting instead to discuss taking on the teacher's union during a radio show.

"I think we had the, the most formidable political forces in Albany, on the other side—you know, the teachers union is a very powerful political force in Albany. They're probably, they're probably the largest single donor to the politicians," Cuomo said.

This year's budget increases education funding by nearly a billion and a half dollars.

It also calls for changes to teacher evaluations, revises teacher tenure and makes it easier for schools to dismiss ineffective teachers. 

The budget includes new ethics disclosure rules.

Lawmakers will now be required to share more information about income from outside jobs.

That issue led to corruption charges against former Assembly Speaker Sheldon Silver.
