State lawmakers in Albany are expected to vote today and tomorrow on a new budget ahead of Wednesday's deadline. 

A framework agreement for the nearly $142 billion budget was reached last night. 

Some of the big items in the budget include ethics reform.

The deal includes more disclosure of outside income for lawmakers. 

It's something that had been a sticking point in the Republican-controlled State Senate.

The deal also includes reforms on education.

That's an issue that had been especially controversial for some city Democrats, including Mayor Bill de Blasio. 

If passed, some underperforming schools would be taken over by the state.  

"There will be significant resources to schools, struggling schools. There will be a pot of money to help those schools that will be available to help those schools with wraparound services," said Assembly Speaker Carl Heastie.

"This has been most difficult because you are seeing changes we had not seen here in years. So these are rather momentous changes, and there is a lot to absorb," said State Assemblywoman Pat Fahy.

If the spending plan is passed by Wednesday it would mark the state's fifth consecutive on-time budget.
