Governor Cuomo says some city schools are not making the grade and is calling on the state legislature to turn them around.

In a new report, Cuomo says 91 city schools are failing. That number represents more than half of the 178 schools across the state he classifies as failing. More than 50,000 city students attend the 91 schools in question.

Schools are classified as failing if their students have math and English standardized test scores in the bottom five percent or graduation rates below 60 percent for three years.

Cuomo's report lists the names of state lawmakers whose district the schools are in. He says it's their responsibility to fix schools that are chronically underperforming.

Cuomo suggests that schools that have been failing for three years should be taken over by independent organizations instead of the public school system.
