Manslaughter charges against Thomas Jadlowski, the Southern Tier hunter accused of killing a woman who he says he thought was an animal, have been dropped.

A judge says the grand jury wasn't given all the options it should have, saying the Chautauqua County District Attorney never included "criminal negligent homicide" as a possible charge—a lesser charge than second-degree manslaughter.

Jadlowski says he thought he was shooting at a deer when he hit and killed Rosemary Billquist just before Thanksgiving in Sherman.

The district attorney can now either appeal the decision, or re-present it to the grand jury.
