It looks like March is coming in like a lion for New York City residents.

Forecasters say the biggest storm of the winter season could end up dumping a foot of snow on the five boroughs by noon Monday.

A National Weather Service storm warning is in effect through 6 p.m. Monday for the region.

Between 9 and 13 inches of snow are expected by Monday at noon, with heavy snowfall ending sometime after 7 a.m.

Hundreds of Monday morning flights out of area airports have been cancelled, and passengers are advised to call ahead to the airlines to confirm their travel plans.

City buses are expecting major delays, and trains and above-ground subways could have signal problems that lead to delays.

Port Authority officials say that bridges will remain open.

Alternate-side parking regulations have been suspended Monday, but parking meters remain in effect.

Meanwhile, the Department of Sanitation prepared Sunday for more than two days of intense snow removal from city streets.

"It's going to be a difficult morning for public transportation. We're going to be making every effort to have the roadways open," said Sanitation Commissioner John Doherty. "That's why I wanted to increase the number of plows we have out there and I hope to have about 1,600 plows, plus another 500 pieces of miscellaneous salt equipment and other machinery to clear the roadways."

"I do want to ask New Yorkers as ever to check in on elderly or infirm neighbors and if you're going to the store this afternoon see if there is anything you can bring them," said Mayor Michael Bloomberg. "We also urge New Yorkers to take public transit tonight and tomorrow to help clear the streets as quickly as possible."

The utility Con Edison is also prepared to deal with power outages.

Tuesday's above-freezing temperatures should help melt the snow.
