NY1 has learned City Council Speaker Christine Quinn will call for changing the local personal income tax rate when she delivers her State of the City address today.
The speaker will propose eliminating personal income taxes for low and moderate income households that do not pay state or federal income taxes.
Quinn also plans to propose a tax increase on New Yorkers earning more than $300,000 a year. She hopes it will stop a sales tax increase proposed by the mayor.
Quinn's State of the City speech will be carried live on NY1, beginning at noon today.
