A proposed second commuter rail tunnel under the Hudson River got the approval from federal environmental officials yesterday.

The rail tunnel would double commuter rail train capacity between New Jersey and New York to 48 trains per hour.

It would also create underground connections between Penn Station and the PATH and subway trains at Sixth Avenue.

The cost of the $9 billion project is being split by New Jersey and the federal government.

It should be completed by 2017.
