Former Deutsche Bank Building Contractor Charged With Larceny

Another former employee for a company that worked at the former Deutsche Bank building prior to the fatal fire was indicted today on grand larceny charges.

Robert Chiarappa, the former purchasing agent for the John Galt Corporation, is accused of stealing $1.2 million from the Lower Manhattan Development Corporation and Galt's bonding company.

Chiarappa, 45, is set to be arraigned later today.

The crimes were said to occur as the Galt Corporation cleaned and dismantled the former Deutsche Bank building, a skyscraper damaged during the September 11th terrorist attacks.

According to the indictment, from September 2006 to October 2007, Chiarappa "instructed various vendors to submit false invoices for products never delivered to the project." In exchange for approving these invoices, the suppliers gave him a share of illicitly obtained payments in the form of jewelry, trips, cash, checks, jewelry, and construction goods for his own use.

"Our investigators took a long look at the John Galt Corporation's billing records and found, predictably, that they were about as authentic as a $10 Rolex," said Department of Investigations Commissioner Rose Gill Hearn.

A fire broke at the tower in August of 2007, claiming the lives of two firefighters – Robert Beddia and Joseph Graffagnino.

Investigators believe the firefighters were doomed by a dismantled sprinkler system, a standpipe that had been cut, and blocked off fire exits.

Chiarappa was fired from his position just days after the fire.

Last month, three other Galt workers pleaded not guilty to manslaughter and other charges related to the fire.

The Galt company itself was indicted on the same charges.

NY1 has reached out to the LMDC and the Galt Corporation for comment on the latest charges and is awaiting a response.
