The Port Authority will have to pay an additional $26 million in fines stemming from a multi-million dollar land turnover deal at the World Trade Center site.

An arbitration panel ruled the agency has not met its obligations to developer Larry Silverstein.

The ruling says the Port Authority still needs to remove a retaining wall and perform other construction work before Silverstein can build on it.

The agency also has to pay fines of $300,000 a day, dating back to October, because of missed deadlines.

Meanwhile, the ramp that has allowed visitors to access the bottom of the World Trade Center site is being removed starting today.

The Port Authority says it is dismantling the ramp to allow for construction work on the September 11th Memorial & Museum.

The 460-foot-long ramp has served as a passageway for families of September 11th victims, as well as world and local leaders, to descend to the pit at the site.

Because of the ramp's historical significance, a section will be preserved and added to the museum's permanent collection.
