Mayor Michael Bloomberg said today that tough choices will be made to cut city spending and raise revenue.

In his weekly radio address, the mayor outlined the budget plan he proposed to the City Council last week. It would layoff about 3,000 city workers from agencies like the New York City Housing Authority and the administrative staff of the Department of Education.

The mayor acknowledged the cuts will not be well-received.

"I know that many families across the city are already struggling with the effects of the economic downturn," said Bloomberg. "And there are likely to be more tough times ahead for New York. There just aren't any magical solutions for getting around them."

The mayor also says cost-cutting alone will not be enough to pull New York out of the economic crisis. He says the city cannot afford to send out the $400 tax rebate that has been provided to homeowners in past years.
