Manhattan’s Lappin Is Hands-Off Term Limits Issue

Following Council Speaker Christine Quinn’s Sunday endorsement of the mayor’s plan to extend term limits, quite a few council members still have not taken a position on the matter. NY1 is visiting the council members’ districts to see how the people who voted them into office feel about that.

Today, NY1's Roger Clark was in the Manhattan district where Mayor Michael Bloomberg happens to live, and reported on where the constituents of Councilwoman Jessica Lappin stand on term limits.

When first-term Manhattan Councilwoman Jessica Lappin talked to NY1 Monday, she did not have a definite position on term limits. Regardless of what happens to Mayor Michael Bloomberg’s proposal, she is eligible to run for another term.

Lappin did say that she is inclined to disapprove of term limits, but still wants to consider her position.

"I am philosophically opposed to term limits. I don't think that they are good for government," said Lappin. "But as I said, there have been two referendums on this issue and I'm taking that into account and that's very important to me as I decide what to do moving forward."

Some of Lappin’s constituents say that she should take a more definitive stance.

"She should definitely have something to say,” said a voter. “I mean, everybody is saying, ‘Hey, go for a third term, go for a third term,’ so say something. That's what people deserve to know."

Many voters said they would like her to speak up on the issue.

"It would be nice to see some kind of reaction," said a local.

"I think she does have something to offer in the situation and I would like to hear what she has to say," said another.

Other residents of her district already know what they would like Lappin to say.

"I think she should come out with a position of saying that the mayor should be limited, the mayor's seat should be limited, two terms at most," said a resident.

"I think she should probably say how she feels about it. I think he should serve a third term if they extend the limits,” said another.

Some did not necessarily feel Lappin needed to have an opinion yet.

"I don't know if she needs to have a position at this point. She could talk to a cross-section of the district to see what their feelings are, and maybe go with that," said a voter.

"I think that it's too early, and I think that this is something that needs to work itself out," said another.

Still, a majority said they would like to know her opinion now.

"As a voter, I don't know what should be done, whether he should be allowed to go for a third term or not, so it would be nice to have some type of person in a position of power to say what they think," said a resident.

On Tuesday, NY1 will visit another district where the council member has not taken a position on term limits, to find out how constituents there feel about the issue.
