Police Commissioner Ray Kelly is calling on Congress to pass a bill providing treatment for all those who inhaled toxins at the World Trade Center site.

Named for fallen NYPD Detective James Zadroga, the legislation expands medical monitoring and treatment to residents, school children, and all responders who assisted with the recovery and cleanup.

Zadroga's death was directly linked to his more than 400 hours working at the site.

The bill also calls on the September 11th Victim Compensation Fund to cover economic damages and individual losses for those who filed after the December 2003 deadline.

Kelly says the legislation will "provide meaningful relief to those who deserve it most."
