Cuomo said he wants 100 percent reimbursement for the repair and restoration efforts as a result of Sandy's widespread destruction.

The aid would include money to repair the region’s bridges, tunnels and subway and commuter rail lines.

It would also put billions toward rebuilding homes and apartment buildings ... as well as funds to reimburse local governments for overtime costs of emergency personnel.

"This was cataclysmic for New York and I think it's a wise investment for the federal government to help us build this economy back," said Cuomo. "The sooner we get the New York economy running, the better for this state and this nation."

Cuomo estimates the superstorm Sandy caused more than $50 billion in damage in the region and another $13 billion in lost revenue for businesses.

The governor’s move comes as President Barack Obama is set to visit the city Thursday to view recovery efforts.
