Search and rescue teams are looking for two children who were among those to go missing in the storm's surge.
Police say the boys, ages 4 and 2, were separated from their mother along Father Capodano Boulevard Monday night.
Police say they were heading towards Brooklyn for shelter in a car when it was overcome by water.
Crews have been focusing their search on a marshy area near the boulevard.
The Staten Island Advance reports police drained water from the area and pulled out a silver minivan and a blue SUV.
Police say the children are still missing as of 2:15 a.m. Thursday.
