New discipline guidelines issued by the city could make it harder for teachers to keep troublemakers out of the classroom.
According to changes made by the Department of Education, students who commit low-level infractions such as smoking, swearing or cutting class will no longer face suspension.
Instead, they will be disciplined with warnings, parent conferences or lunchtime detention.
Education officials say the changes are designed to keep students in the classroom where they can learn from their mistakes.
Students will still be suspended for more serious offenses like fighting or vandalizing school property.
