NYCHA has come under criticism of late for wasteful spending, security lapses and inefficiencies, including hundreds of thousands of work orders with a wait time of two years.

Just last week, an outside report commissioned by the agency itself confirmed many of the problems and made a number of recommendations.

On Thursday, the agency announced it was filling two top management positions at the agency.

Cecil House, seen above left with NYCHA Chairman John Rhea, was a top executive at the utility giant Southern California Edison and will take over as NYCHA’s general manager, a position that had been unfilled since 2010.

Mayor Michael Bloomberg said on Thursday he had not yet met House but that the new official came highly recommended.

“They believe that this guy will help them. Keep in mind, what you have here is you have a federally funded agency that keeps cutting the resources and people want more. You also have a plant that is aging, and when things age, they require more maintenance,” said the mayor.

NYCHA has also named Andreas Spitzer as its new chief financial officer. He had been serving in that role in an acting capacity for the past year.

Last week’s report also recommended an overhaul of the agency’s board, including eliminating two paid positions, but those changes are yet to come.
