Mayor Michael Bloomberg is suing the City Council, saying it undermined his authority by passing living-wage and prevailing-wage laws.
The mayor says both laws are invalid because only the state and federal governments can set a minimum wage.
He also claims the legislation limits power given to him under the city charter.
In June, the city council overrode the mayor's veto to mandate a wage of $10 an hour plus benefits for workers at companies getting $1 million or more of city funding.
Bloomberg says the laws would make the city a less desirable place to do business.
A spokeswoman for the City Council says it stands by the legislation.
