The city's Independent Budget Office released the results of a study Thursday that examined the grade-to-grade results of more than 46,000 elementary and middle school students on state English Language Arts and math tests.
The eight-page report shows that nearly 62 percent of students remained in the same proficiency level in sixth grade as they did in third grade. About 30 percent improved their scores while eight percent lost ground.
City Hall disputes the statistics, saying they're invalid because the study compares tests that change from year to year.
The study only goes until 2010, which is when the state raised the bar for passing the exams.
