A 7-percent water rate hike took effect in the city on Sunday, but it is the smallest increase in seven years.
The hike will cost the average single-family homeowner an extra $62 a year.
The Department of Environmental Protection says the rate hike is needed to cover expenses, unfunded mandates and debt service payments.
Last year, the water rate increased by 7.5 percent.
