The City Council is expected to pass the controversial prevailing wage bill today.
The measure, known as the “Prevailing Wage Act”, applies to businesses that get city subsidies of more than a million dollars as well as large privately-owned buildings where the city leases a majority of the space.
It also guarantees higher wages for building workers that are not unionized.
Those wages are set by the city comptroller.
Mayor Michael Bloomberg is expected to veto the bill, which he called "terrible legislation."
City Council Speaker Christine Quinn says there is enough support to override a veto.
