Some of the charges are being dropped against the bus driver, who authorities say was involved in a deadly crash after falling asleep at the wheel.
Prosecutors have decided not to charge Kin Yiu Cheung, 37, with reckless driving, a misdemeanor.
He still faces felony charges of involuntary manslaughter and is expected to stand trial in January.
Police say Cheung was behind the wheel when a Sky Express bus, traveling from North Carolina to New York City, skid off Interstate 95 in Virginia.
Four women were killed and more than a dozen other passengers injured.
