Investigators say Shanel Nadal, 28, of Manhattan was visiting her children at the Forestdale Inc. agency in Forest Hills Monday when she took them.

Investigators say the couple has an 11-month-old girl named Nefertiti and seven boys ranging in age from 4 to 11.

All the boys have the father's first and last name, though they have different middle names. They are Nephra Payne, 11; Nephra Ceo Payne, 10; ; Nephra John Payne, 9; Nephra Shalee Payne, 6; Nephra Rahsul Payne, 6; Nephra Umeek Payne, 5; and Nephra Yahmen Payne, 4.

The Administration for Children's Services says the children were spread among three foster homes.

Barbara Emanuel, the foster mother to the youngest child, tells NY1 she was present for the supervised visit, but had looked away for a moment when the children disappeared.

She says she can't figure out how Nadal and the children managed to leave the sprawling complex without being seen.

"I told her that, you know, let's work together, you know, work together with the agency so that you can have her children back. I mean she always agrees. She always agrees. So I don't know where this came from," Emanuel said.

The neighbor of another foster mother, who would not come to the door, says she's shocked at the kids' sudden disappearance.

"She treats them like they're her own. Yes, she loves those kids, loves those kids. I just know she loved them like they were her own children," said the neighbor.

ACS says it has obtained arrest warrants for both parents and is asking for the public's help and are working with the NYPD and law enforcement.

Authorities believe they could be traveling in a black 1996 Chevrolet Suburban with the New York license plate number EXZ-5896.
