Mayor Michael Bloomberg embarked on a tour of all five boroughs Monday to assess the cleanup effort from the blizzard.
The media was not told in advance about the tour.
On Staten Island, he told residents he feels their pain.
Bloomberg said the city is working as hard as it can to have the streets cleared quickly.
The mayor's tour comes amid mounting criticism of his administration's response to the blizzard.
At a news conference earlier in the day, the mayor defended the city's cleanup effort.
He said it was hard for plows to keep with the snow and that abandoned cars slowed the process.
However, some residents say there is no excuse.
