A bill to provide health care to September 11th first responders will not be going before Congress this week as previously promised.

New York Congresswoman Carolyn Maloney said the measure could be taken up by the House of Representatives next week.

The long-delayed bill failed its only House vote in July after Democrats used a procedure that required a two-thirds majority, in an effort to block potential GOP amendments.

Senate Democrats are planning to attach the $7.4 billion legislation to a military funding bill, in an effort to improve its chances of passage.

Republicans are said to be mounting a filibuster, since Senate Majority Leader Harry Reid is also adding two controversial amendments, including one to end the military's so-called "Don't Ask, Don't Tell" policy that bans openly gay soldiers.

President Barack Obama has promised to sign the measure, should it ever reach his desk.
