Distinct New High-Rise Springs Up Beside High Line Park

A new development's intimate relationship with the High Line Park has made the building take an unorthodox shape. NY1's Shazia Khan filed the following report.

As the abandoned elevated railway line in West Chelsea continues its transformation into a ribbon of green called the High Line Park, many of its new neighbors are working to make sure they're on track with the park.

One notable example is the HL23, a 14-floor luxury condominium built of steel and glass on 23rd Street, right alongside the elevated park.

"This building in many ways is very engaging to the High Line. It was built to have a discourse with the High Line," says developer Alf Naman of Alf Naman Real Estate Advisors.

In 2005, Naman bought the site which occupies space east, west and under the High Line and went on to tap Los Angeles-based architect Neil Denari to engineer a building in harmony with the space. With the high line covering about two-thirds of the property, Denari had his work cut out for him, as he had to come up with a design to build on a footprint just 40 feet wide and 100 feet deep.

Naman says the unique set of challenges gave the building a more interesting geometric shape.

"Generally a building starts large at the base and then narrows as it goes up to its very top floor, and the idea here is since we had so little footprint area around the High Line, we start out very small, respecting the boundaries of the High Line," says Naman. "And then as the building got higher up in terms of the elevation, we were able to expand the footprint by a cantilever over the High Line. So a good part of the building is actually over the High Line."

The design was made possible with special authorization by the City Planning Commission, given the site's limited use for development.

Due to the building's singular shape, each of the 11 loft-like apartments present different floor plans, but they all feature slab marble bathrooms, warm wood floors, floor-to-ceiling panoramic windows and environmentally-friendly features. The residences range from 1,900 to 3,500 square feet, with prices starting from $2.5 million.

Three apartments are currently in contract and Naman hopes to increase that number once construction is completed this summer.

"Most buyers don't want to buy on the dream, they want to buy on the reality, and I think that's understandable," says Naman.

The ground floor of HL23 is reserved for a furniture gallery, and a restaurant is also planned on the site, just east of the residence. A year from now, HL23 residents will be able to look over the newly-opened second phase of the High Line Park, which will include a wooden seating area and a lawn.
