Less than a week before the city votes on whether to close 20 schools for poor performance, the State Education Department has entered the fray, announcing its own list of 34 city schools it says must be be dramatically restructured or shut down.

The State Education Department identified 57 schools statewide as "persistently the lowest achieving" -- 34 of which are located in the city.

Yet, 12 of those 34 do not appear on the list of 20 schools the city wants to close.

The new policy stems from the application submitted this week for the federal Race to the Top competition.

For each school targeted, the state will give the city at least $50,000 in federal funds and allow the city to choose how it wants to change the school.

Schools can be phased out and replaced, converted into charter schools, closed completely, or what the state is calling "transformed."

The schools that are now on both the state and city lists are Christopher Columbus, Norman Thomas, Monroe Academy for Business and Law, Metropolitan Corporate, W. H. Maxwell, Beach Channel, Jamaica and Paul Robeson.
