The Upper East Side of Manhattan and the Bronx have the highest levels of air pollution in the city, according to the first comprehensive survey of street-level air quality.

The survey released Tuesday by the city's Department of Health contains the first systematic data on how air quality varies across neighborhoods.

It finds the highest levels of pollution are in areas with heavier traffic and a greater concentration of buildings with oil heat.

The Upper East Side, which has the most polluted air, is home to some of the city's wealthiest residents including Mayor Michael Bloomberg, a staunch advocate of clean air.

The survey also found poor air quality in Midtown, Washington Heights, and Hunts Point in the Bronx.

The city's cleanest air can be found in Little Neck and Bayside in Queens, and the South Shore of Staten Island.

The city says it hopes to identify the biggest local sources of pollutants -- especially diesel fuel and heating oil -- to focus cleanup efforts.

The survey sampled air from last December through March.
