Following a recent string of deadly hit-and-runs allegedly caused by unlicensed drivers, victims' families gathered Sunday where they called for tougher laws against driving without a license.

A group called Transportation Alternatives held a rally at City Hall to ask Albany to pass a law to automatically impound vehicles of drivers with suspended licenses.

They also want to ensure drivers without licenses are automatically charged with a felony if they cause an accident that hurts someone.

The outcry comes a week after two separate hit-and-runs killed three people.

The man who hit and killed an elderly Staten Island couple walking to church last weekend had his license suspended 29 times.

Another man, who struck and killed 42-year-old Sonia Powell in the Bronx last weekend, had his license suspended four times.

Powell's fiance, David Sheppard, spoke briefly at the rally.

"She was a loving individual that would have wanted the mayor and the state and the good people in New York to do everything in their power to ensure that no family have to grieve," Sheppard said.

Transportation Alternatives also wants the city to create an office of road safety, so the NYPD can better enforce the laws.

"Too many innocent people are being killed. These tragedies are preventable and the office doesn't have to cost that much," said Paul Steely White of Transportation Alternatives.

The Department of Motor Vehicles says 10 percent of all crashes in New York are caused by drivers with suspended licenses.
