In the spring, the City's Panel for Educational Policy voted to close 24 struggling schools. It was all part of Mayor Bloomberg's plan to fix the two dozen schools by removing nearly 3,000 teachers and forcing them to reapply for their jobs. A judge sided with the teachers' union, saying the Mayor's plan violated union contracts.
