Interest rates on student loans could soon be dropping.

The Senate passed a bill Wednesday that would link interest rates on student loans to the financial markets.

If approved by the House, undergraduates could borrow money at 3.9 percent, graduates at 5.4 percent and parents at 6.4 percent this fall.

Those rates would climb as the economy improves.
