Governor Andrew Cuomo said Tuesday that the $1.7 billion in the state's first round of federal hurricane funds should go to homeowners and businesses.

The governor's plan also includes provisions for preventing future storm damage and making improvements to hospitals and nursing homes.

Some homeowners and businesses affected by Hurricane Irene and Tropical Storm Lee are also included.

The city has a separate $1.7 billion allocation and city officials will submit their own plan for how to use those funds.
