Manhattan BP Claims Animal Care & Control Is Mismanaged

Manhattan Borough President Scott Stringer has released a scathing report of the city's Animal Care and Control, saying the agency is in dire need of reform.

The report, titled "Led Astray," points to declining adoptions, a high animal infection rate and organizational mismanagement.

Stringer says the agency closed its doors following Hurricane Sandy and stopped field operations, preventing people from dropping off displaced animals.

As for funding, Stringer, who is running for city comptroller, suggests the agency reach out to private donors, and create a more effective dog-licensing program.

City Department of Health officials, who contract with ACC to handle the city's stray and homeless animals, describe the report in a statement as "inflammatory" and "flawed."
