Senate Democrats have put together a $60.4 billion disaster aid package for New York, New Jersey and other states hit by Hurricane Sandy.
The Senate Appropriations Committee released a draft of the legislation Wednesday, working from the emergency spending request President Barack Obama made last week.
The Congressional Budget Office estimates only $9 billion of the package would be spent over the next nine months.
The bill includes many big infrastructure projects that would take years to complete.
The proposal will likely face a tough fight for approval.
Some Senate Republicans have said they want to take a more detailed look at the damage to make sure that much money is really needed.
