In the wake of recent reports about abuse and violence at Rikers Island, the City Council this week passed a bill requiring the Correction Department to provide more information about inmates in solitary confinement.

Under the measure, correction officials would have to issue four reports a year, detailing all inmates in solitary, their reasons for placement, any injuries they may have suffered, and the state of their mental health.

The bill needs the signature of Mayor Bill de Blasio, who supports it.

The head of the Correction Officers' Benevolent Association, Norman Seabrook, is blasting the measure as "arbitrary," and says the Council should have consulted with members of law enforcement before voting on it.
