Court documents suggest that Governor Eliot Spitzer was a regular customer of the upscale prostitution ring that was busted by federal law enforcement officials last week.
In an application for a series of search warrants made in connection with the investigation, an undercover agent outlines wiretap evidence involving a regular from New York referred to as "Client 9."
A law enforcement official tell the Associated Press that Client 9 was the state's governor.
According to the complaint, a wiretap captured the alleged booking agent for the ring telling a prostitute identified as "Kristen" that she should take a train from New York to Washington for an encounter with Client 9 on the night of February 13th, the day before Valentine's Day.
The alleged booking agent confirmed to Kristen that "Client 9 would be paying for everything — train tickets, cab fare from the hotel and back, mini bar or room service, travel time, and hotel."
At one point the booking agent says that Client 9, "would ask you to do things that, like, you might not think were safe - you know - I mean that... very basic things."
Kristen responds, "I have a way of dealing with that... I'd be like, 'Listen dude, you really want the sex?'... You know what I mean?"
In a separate conversation of how the tryst would be paid for, Client 9 tells the booker, "Yup, same as in the past, no question about it," suggesting that Client 9 was a repeat customer. At another point he refers to a balance in his account.
Client 9 at one point asks for a reminder of what Kristen looks like. The booking agent says she is "an American, petite, very pretty brunette, 5 feet 5 inches, and 105 pounds."
Kristen met Client 9 at 10 p.m. in Room 871 of the Mayflower Hotel, a high-end Washington hotel with a long history of housing politicians.
Client 9 spent four hours with Kristen, for which he paid $4,300 in cash, with some of the money earmarked for a future transaction.
In a subsequent conversation Kristen told the alleged booking agent that it went very well, and that she liked the client and did not think he was difficult.
At 7 the next morning, Governor Spitzer appeared from Washington on CNBC to talk about the bond insurance industry. At 11:30, he appeared before Congress to testify on the subject.
Last week, four people were charged in connection with the international prostitution service, Emperors Club VIP, through which Spitzer allegedly hired Kristen.
Mark "Michael" Brener, Cecil "Katie" Suwal, Temeka "Rachelle" Lewis and Tayna Hollander were charged as organizers and managers of the Manhattan-based ring, along with charges related to money laundering.
