The state Legislature failed Monday to override Governor David Paterson's recent ethics bill veto.
The attempt gained enough votes in the Assembly, but not in the Senate.
A veto override requires a two-thirds majority.
Republican senators rejected the measure saying it was weak and that a better bill needs to be negotiated.
Governor Paterson has offered a compromise ethics bill that would drop a requirement forcing elected officials with outside legal practices to publicly disclose their clients and income.
Instead, it would create a commission to weigh possible conflicts of interest stemming from those business dealings.
