Governor Declares Statewide H1N1 Health Emergency

Governor David Paterson declared a health emergency for New York State Thursday, amid concerns about the rising number of H1N1 flu cases.

The executive order suspends certain state laws and will allow medical professionals, including dentists and podiatrists, to give out vaccines after a brief training period.

Also, federal health officials are now allowing the state to order twice as many doses of the H1N1 vaccine.

The governor says his declaration is a precaution and is not in response to a large increase in cases.

"This is emergency preparedness and this is not an expectation, but is the planning that you do for the worst case scenario," Paterson said.

The governor says at least 75 deaths in the state have been linked to the H1N1 flu virus.

Mayor Michael Bloomberg responded to Thursday's announcement by asking Health Commissioner Dr. Thomas Farley to bring the city's health code in line with those recommended by the governor.

The changes include a technical declaration of an emergency in the city, even though there has not been much flu activity reported in the five boroughs this season.

Meanwhile, health and education officials say two children, out of the 1,800 who were vaccinated against the flu in the city schools this week, did not have parental permission.

They say it happened at one school in Brooklyn and another on Staten Island.

Officials say the children did not suffer any adverse effects.

The Health Department says it trains all nurses to follow a protocol for confirming parental consent and is investigating how these two incidents happened.
