At least four City Council members are on their way out, including three who supported the term limits extension.
Helen Sears of Queens, Alan Gerson of Manhattan, Ken Mitchell of Staten Island and Kendall Stewart of Brooklyn all lost to primary challengers.
All but Mitchell supported the decision to extend term limits.
Meanwhile, with 100 percent of precincts reporting, two other races remain too close to call.
Bronx Council Member Maria Baez is trailing her opponent, Fernando Cabrera, 38 percent to 37 percent.
Queens Council Member Thomas White Jr. is tied with challenger Lynn Nunes at 32 percent, leading by just six votes.
City Council Speaker Christine Quinn managed a win, but she got just 52 percent of the vote against two little known challengers.
Quinn was a likely mayoral candidate and was against extending term limits until the mayor introduced the bill.
