Governor Andrew Cuomo says he won't rule out a government shutdown if the state legislature cant find a way to curb skyrocketing pension costs.

Cuomo says a cheaper pension system for new hires in the public workforce is a must.

It falls to the legislature to agree on a deal as part of the budget.

Cuomo, though, could refuse to accept a spending plan without pension reform, a move that could cause a shutdown.

He could also include his changes in an "extender" budget bill if the April 1 deadline is not met.

Cuomo wants to provide an optional 401k plan and cut down on abuses including working extra overtime to increase pensions.
