A funeral was held Sunday for Richard Sheirer, the man who helped coordinate the city's response to the September 11th attacks.

The service for the former head of the Office of Emergency Management was held at Temple Emanu-El on the Upper East Side.

Sheirer died on Thursday after having chest pains while driving to work.

Uniformed city officers carried his casket into the funeral home as a pipe-and-drum band played.

Former Mayor Rudolph Giuliani, who named Sheirer as the OEM director in 2000, said Sheirer led the city through one of its darkest days.

"We couldn't have gotten through September 11th without Richard Sheirer. I know that personally," said Giuliani. "He was there from the first moment of the attack and he never left. He never left up until the day that he died. He was bringing people to my office for help who needed to get into college or needed a job or needed medical help. That's who Richie was."

Sheirer stayed on with OEM through March 2002 and later became a senior vice president at Giuliani's consulting firm.
