The number of city schools that failed to meet the goals of No Child Left Behind is skyrocketing.

State education officials say this year, 350 city schools have been added to the list of underperforming schools, while only 12 have been removed.

Some education experts say the law relies too much on proficiency tests, and the Obama administration is now allowing states to modify the goals.

New York is applying for such a waiver, because without one, there is a chance nearly every state school could be deemed failing by next year.

Despite the waiver request, the Board of Regents Chancellor said the results are evidence that improvement is needed.
