A new audit is accusing the city of improperly using state funds for early childhood education even though the demand in some areas is through the roof.

Comptroller John Liu said the Department of Education returns an average of $30 million in pre-kindergarten funds each year to the state.

He said that money could educate more than 8,000 students in high-demand areas.

The audit makes several recommendations, including effectively planning and distributing funding and creating a waitlist for organizations interested in running new programs.

DOE officials say they disagree with the audit's methodology and have already implemented many of the recommendations.
