The Department of Education has agreed to provide extra assistance to the 19 underperforming schools the city wanted to close.
An appeals court ruled the DOE violated a state law when they voted to close the schools in January.
The law requires the agency to explain how each school closing would impact the community.
As part of the city's deal with the groups that sued to keep the schools open, it agreed to provide help in curriculum, staffing and social services.
The deal will also allow the DOE to co-locate new schools and programs in eight of the schools.
The president of the teachers union says the agreement will improve the academic experience for the students, while allowing for new programs in buildings that have the space to accommodate them.
