Mayor Michael Bloomberg said "terrible judgment" was used when New York City Police Department officers were shown a training film about Muslims that Islamic groups call inflammatory.
The movie was played during counterterrorism seminars from October to December 2010.
Deputy Police Commissioner Paul Browne said although it was not part of the official NYPD training materials, it was shown on a loop in a room where officers filled out paperwork.
He said it was removed when an officer complained, and the sergeant who decided to play it was reprimanded.
The 72-minute film "The Third Jihad" contends Muslims are bent on establishing an Islamic regime worldwide.
The mayor said neither he nor Police Commissioner Ray Kelly knew about the film.
"It was not done at the police academy, as reported. It was done someplace else and as soon as they found out about it, they stopped it and took it down. Somebody exercised some terrible judgment, I don't know who," said Bloomberg.
According to NYPD documents obtained by a think tank at New York University, nearly 1,500 officers, including 68 lieutenants, may have seen the film.
The New York Times is reporting that the film was bankrolled by a conservative group called the Clarion Fund.
