The owners of the World Trade Center say they'll appeal a court decision preventing them from collecting any more insurance money from the terror attacks.

A judge ruled that developer Larry Silverstein and the trade center companies collected the "proper" amount of compensation from insurers.

The group already received nearly $5 billion, but were seeking an additional $3.5 billion.

They say the airlines should have been held accountable for allowing the hijackers on board the planes.

Silverstein says it cost more than $8 billion to reconstruct the site.
