The City Council is looking to severely limit the ability of federal immigration officials to detain inmates on Rikers Island.
Council Speaker Melissa Mark-Viverito is proposing new legislation that would kick immigration and customs enforcement, known as ICE, off the island.
The new bill would also prohibit the city from honoring any immigration detainer unless a federal judge issues a warrant.
Currently, no warrant is needed and some undocumented immigrants can be detained by ICE if they are accused of a felony or certain misdemeanors.
The Council says between October of 2012 and September 2013, more than 3,000 individuals were transferred to ICE from the Department of Correction.
