Police Commissioner Bill Bratton says the city is facing a "new era" of potential terror threats because of tensions between the U.S. and Islamic State militants.

Speaking Tuesday at the launch of two new police boats, Bratton cautioned that there is no specific threat against the city. But he says the department is particularly concerned about Americans who have joined forces with Islamic State and could return to New York with plans to launch an attack.

He also says militants have grown more sophisticated in making their threats.

"Well, we are quite concerned, as you would expect, with the capabilities of ISIS, much more than al-Qaeda ever was able, to project their ability to use social media to try and spread their recruitment efforts and try to inspire. They have a number of magazines including one that's called Inspire. Where they make it quite clear what they would like adherence to do. And whether it's to give guidelines on how to create a bomb, potential locations to attack," Bratton said.

Bratton says the city is doing its best to focus on potential threats and stay ahead of what he calls "the evolving world of terrorism."

The PC's comments come as an upstate man was indicted Tuesday after authorities say he tried to help the Islamic State group.

Mufid Elfgeeh of Rochester is charged with three counts of attempting to provide material to support a foreign terrorist organization.

He was previously accused of buying guns in a plot to kill U.S. service men.

The FBI says Elfgeeh is originally from Yemen and is a U.S. citizen.
