An off-duty city police officer was arraigned Friday on vehicular manslaughter and DWAI charges after officials say he fatally ran down a pedestrian earlier in the morning.
Police say the officer, identified as 29-year-old Joseph McLean, was allegedly driving his own car when he struck and killed 51-year-old William Hemphill at around 6:15 a.m. on Richmond Terrace in Mariners Harbor.
Sources say he came back to the scene about a half hour later.
Hemphill's landlord, who owns the deli under his apartment, told NY1 that the victim had just bought a cup of coffee and was heading to work.
"Very sad, very sad. I can't believe it. He's my tenant. He's a steady customer. Every breakfast, lunch and dinner, this is the only spot he comes to. It's very, very sad for him," said the landlord.
Sources tell NY1 that McLean did not take a breathalyzer test but was visibly drunk.
Officials say he works at the 121st Precinct in Graniteville and has been with the department since 2005.
Bail for McLean has been set at $50,000.
He is due back in court on October 9.
