Police Commissioner Ray Kelly is set to announce a new Chief of Community Affairs Friday.

New York City Police Department spokesman Paul Browne says Kelly will promote Assistant Chief Thomas Chan to the position.

Chan is the highest ranking Asian American in the police department.

The 55-year-old joined the ranks in 1982 and made history by becoming the NYPD's first Asian American two-star chief.

Chan is currently in charge of Patrol Borough Brooklyn South.

He is replacing Phillip Banks, who was promoted to chief of department last month. ClientIP:, UserAgent: CCBot/2.0 ( Profile: TWCSAMLSP
