The family of a teenager shot to death by an NYPD officer in 2012 is calling for a full federal investigation.

They led a protest to the Justice Department to deliver petitions urging the state to open an investigation into the death of 18-year-old Ramarley Graham—referring also to the death of Eric Garner on Staten Island and Michael Brown in Missouri.

"I feel if, they had dealt with the Ramarley case, we would have never had a Garner. We would have never had a Mike Brown. But as is now, we're going to continuing have these problem if we have cases sitting on DOJ desks, that's not going anywhere," said Constance Malcolm, Graham's mother.

"It's always a tragedy if any parent loses a child particularly at the hands of the police department that takes a pledge, an oath to protect the communities," said State Assemblyman Karim Camara.

Graham was shot and killed inside his Bronx home after being chased by police.

The officers said they thought Graham had a gun, but none was found.

The case against the officer who shot him was tossed out after a judge said prosecutors misrepresented information to a grand jury.

A second grand jury did not indict the officer, and it's been more than a year since federal authorities said they'd review the case.

A spokesman for the U.S. Attorney's office for the Southern District of New York says they're reviewing the letter and other materials they received from Graham's mother, adding, "Above all, a proper investigation must be thorough, fair and independent so that in the end justice is done, and we are absolutely committed to that. Finally, it should be understood that this Office has repeatedly been in communication with the attorneys for the mother of Mr. Graham and we will continue to do so."
